how to open a winmail.dat file

Tell the person who is sending you these with Outlook to uncheck the
box :"Always send messages in Microsoft Exchange rich text format."

I delete all winmail.dat files and ask the Outlook sender to change
from Rich Text to Plain Text.
I opened a few and found nothing of use inside.
This will open them if there is anything of use inside.

i do have fenton -- i know this is an *official* file but fenton states
"there is no attachment found in ms-tnef data"

That is probably correct. If it is only produced by Outlook
formatting, there won't be anything inside it for Fentun to read.

when the bmp opened in paint, rather than paint having colors (a palette)
there were squares of interesting black and white patterns (bottom
horizontal row of the program) wonder these are specific to this file type
(to outlook formatting...........).

That wasn't the point of the exercise. It was to show how a proper
tnef opened.
It has a black and white palette as it is a black and white bitmap.
That sort of bitmap does not have a colour palette.
It has nothing to do with Outlook formatting as it was not produced by
Outlook.

i certainly noted a big (obvious) difference between the file that you sent and
the winmail.dat i was *trying* to open
