No version of Windows has been released into the public domain by
Microsoft. They still hold the copyright on all versions, and will
continue to do so for the forseeable future as far as I can see.

Posting copyrighted software for download, without the express written
permission of the copyright owner, is in violation of the internationl
agreements on copyright protection and also of the copyright laws of
most countries.
