I cant boot from cd

I jst built this comp and the bios sees the 2 hd and the 2 cd's i placed the boot from cd first option, i tried using one cd as master then the other, i booted from the floppies but one file didn't load and the system was unstable(the cd's worked but all of a sudden they wouldn't read the cd 'said the cd was empty, 0 bytes' i put another cd and wouldn't see it. I rebooted and it would see it sometimes the first time and then it couldn't read the disc anymore). I formatted and started again but still doesn't read the xp cd so i cannot load up XP.

PC Chips T 12 mobo
Pentium 4 ee prescott
corsair ddr 400 ram
Rhyan power supply
hi-val cd
lite-on cd
Windows XP Pro SP2 (legal)

PLEASE HELP
 
Make sure you have your jumpers correctly set. But first, disconnect everything but the harddrive you want to install XP on (connect to IDE1) and a CD-ROM drive (connect to IDE2) (make sure both are set to master, and CD is set to first boot drive) and see if you get anywhere.
