Have rebooted win 95 X3, unplugged mouse, checked task bars... still the
screen is magnified (just appeared that way when I booted up this am) and
everything moves as I scroll the mouse around... help?

Look in the display applet in Control Panel for an option labelled 'virtual
desktop' or similar. The display adapter has decided to give you a virtual
desktop such as 1200x800 in a 800x600 display (or equivalent figures). This
is probably as result of hitting a magic key combination, so it might go
away by itself on a restart.
