I have a win 95b on a old computer when i used the disk to install my
internet provider it also installed IE. can this be removed safely?

You can't really remove IE from your windows system. You can hide the
desktop shortcut and remove the shortcut form menus and other places
you see it. I think you need TweakUI to remove the icon from the
desktop.
You can certainly install and use a different browser. I understand
that, even though their page specified Win98 as a minumum, Mozilla
Firefox will work fine on Win95.
