Knowing that the state of CPU's in both lap and desk top land are in a constant state of flux, I'm asking some basic questions.
1. Is anything big looming on the laptop horizon chipwise?
2. If so, what is it and when is it due out?
3. Should I wait for the next "sea change" and buy old tech cheap (she is NOT a gamer) or go for the gusto and use it myself? 
4. Any other advice would be helpful.

Meh. Buy old tech for cheap. If she's not a gamer then there's no reason to spend a fortune. Keep your rig for you, and get her something suited to her needs. That's my advice anyway.
