i was just wondering if anyone has used the video out on there graphic cards to connect to a video camera and then record the on screen computer display onto the video camera as i want to send someone a mini dv tape of how i create a drawing. (using 7800gt and sony trv19)

In response to your question, no. It would probably be easier to just get yourself a screen capture program though. Say this one for example:

I haven't used that one myself. I use Camtasia but it's just a tad more expensive. Somebody else might be able to recommend a good free/inexpensive program.
 
For the line-out option you'll be stuck at 640x480, but it should be sufficient enough if it's just to get the gist of it. Text will look terrible though just be aware of that.

Also depending on the macrovision interaction with the content it's getting you might not be able to record the scene through the video-out/in without going through an image stabilizer which removes the feedback signal.
