Adding a Comment to a File name

How do I use the Comment option under the View menu item
which allows you to pick the details you want to view. I
want to add a comment to a file like "delete this file in
September" or "Never Delete this file"

In Windows Explorer go to View, Choose Details, and check Comments.

I know where the check box is, but how do I enter text
into that "comment" field for the file it applies to.

Right-click the file and Properties>Summary tab.

Enter your comment in the comments dialog.

Right click on a file and select Properties. If there is a tab titled
Summary, add your notations in the Comments area.

To view comments, use Details in Explorer's View menu and choose to display
the Comments field.

Also -- I have "show pop up description for folder and desktop items"
enabled in Folder Options> View. This is for those little "info-tips" you
see when the mouse is paused over some items. I tested with a text file:
added a comment and the comment is showing on the desktop file copy and
when the file is selected in Explorer (any folder).
