$700 is a rather limited budget for a gaming system, but you should be able to get a decent gamer with:
- standard NF4 board (non-Ultra, non SLI) for $85 (Jetway, Epox, MSI)
- 3500+ for about $220
- 6800GS/PCIe for about $195 on sale (If you had another $85 to spare, find a 7800GT on sale; video is most important in gaming system)
- 1 gb DDR Corsair Value $100 (add another 1 GB later)
FInd a 120GB 7200 rpm drive on sale at CompUSA for $39 or less; there will be no WD 10kRPM Raptors on this budget
Find a 400-450 watt PS from Antec or Enermax for $45, and slap it in whatever $30 case you can find
Reuse a CD ROM drive from a previous build, or find a used one for $10, or get a new generic DVD ROM for $29 or so...(I've found DVD RW drives for $29 at Fry's before)
Build it, and enjoy!

On a side note, can you OC yor K8N Neo4 to higher than 215 MHz???
Mine doesn't appear to like it, despite the latest MB bios, no matter what mem freq, HTT multiplier, cpu core voltage, or even if a lower cpu multiplier is used ...
I would go with Asrock Dual and 3200+ vs 3500+ ... you could OC the 3200+ to 2.2 easy. The money saved there would go to a 7800 or 2Gb mem and 6800. Just my 2 cents.
I like Abit boards, but I'm sure there are others that will work just fine. Of note, it is an Ultra board. Ya, the Venice is showing it's age, but there's plenty of headroom to upgrade the proc. in the future. I've owned several Lite-Ons and have never had an issue with them, but there's plenty of other good choices in that same price range. You didn't ask about a case, which can severely affect prices. Ditto for an OS. This will probably hit $700.00 on the dot with shipping.
Ooops...forgot to note. I'm not up to date on PSUs, so the Thermaltake was more or less a throw in.
First of all, the SL will be replace by cheap GTO with the R430 Core. Secondly, none of the X8xx cards support shader 3.0 so they can't produce that good of a picture. The 6800GS for the same price and faster speed will win in this situation hands down.
