with the thermaltake armor case you get an extra fan which you can either install as a intake or an extractor on the top of the case
which would be the best postion to keep overall case cool

I'm in total agreeance.
I looked at a review on xbitlabs on this case.
It has a bit of a circulation problem as it pertains to the cpu and gpu.
It stands to reason that pulling cool from the bottom up through the top will have the best results.

i was thinking, is it better to have a normal casing fan to exhaust or have air blown in? since the PSU would be blowing out, which would be better?

wouldn't the hot air from the PSU would be sucked back in?(atleast in my case i think it would)

Colder air is on the bottom of the case by virtue of the laws of physics.
If your case fan simply pushes air in, it will leave what ever available exit it finds. If you want to direct it in some fashion you put an exhaust fan in the proper places. I suggest that the case fan at the back and on top be made to pull while a fan at the front/bottom/case door is made to pull from the outside in.
