Best PCI Graphics Card out for the money (150.00 or less)

A friend bought a new PC for his son and he says it will only take a PCI or PCI-Express x1 (not x16). I have not found any x1 cards so what is the best PCI graphics card for gaming?

The Dell does not have an AGP slot either.....
