How can I delete an old User Name from the Dropdown menu
for the User Name Field of any Sign on request?

In Internet Explorer, go to Tools, select Internet Options, go to the
Content tab, click AutoComplete, click clear forms, remove the checks from
all autocomplete options and click OK, reboot. If you want the autocomplete
options, return to the above and recheck the items you unchecked. The old
user name should be gone.
