PC Lockups, NEW system. Please advise

I am building a PC for my dad, assembled everything and i am having 2 issues.

1 i was getting graphical distortion on booting so i RMA'd the video card.
2 I put an AGP card in that i know works and i am getting lockups in the bios and when loading windows. Everything is setup with defaults and equipment is below. I cannot figure out why it is locking up. Any immediate help would be appreciated!

Unfortunately, your gonna just have to basically start from scratch till you figure out what's bottlenecking that machine. Just strip it down to the basics and keep narrowing it down till you find that one piece of hardware that's causing the issue.

I did have a machine with a similar problem over the summer and it turned out, the BIOS AGP speed did not match what the video card was rated for. As soon I set it correctly, it worked fine.
 
Drop down to one mem stick in an approved single stick ops slot to see if it gets any further...set mem speed/timings to auto/spd while testing for stability..(If running a pair of sticks, are they in an approved pair for dual channel operation?)

(Up the DDR voltage to 2.75 volts in teh BIOS, some mbs run a rather low 2.6 volts, and some DD modules require a little more)

Does video card have it's own (unshared) 4 pin molex power input attached?
