I have a question in regards to killing applications in Windows Xp and Windows Server. What component or service within windows servers allows them to kill an app instantly? Like if I am having an issue with a windows MMC snap and I kill the process it closes right away. IF I do this in windows xp the app just continues to hang then it eventually closes. Does this have something to do with ECC memory?

No.
