I have a home PC with multiple users no network. I am
trying to setup the PC so that the other users cannot
change the account type from limited to Adminstrator.
How can I install XP Pro so that my users do not have
this option?

If you set a users account as limited, they will not be able to change their
account type. You need to have a strong password for the administrator
account so that the limited users cannot log in to that account and change
their account type.
