PLEASE help startup PC with ME

I had to reformat my PC because I had problems with my fax card and I could not boot, so I removed my fax card. After reformatting and loading Win ME ( atleast 10 times ) . It gets struck in the last stage - h/w detection process. Now when I restart my PC it shows me the scandisk screen and freezes. I cannot load win me. I have booted through floppy, performed scandisk for 7 hours with no errors ( I have 40 GB Harddisk).

deleted all partitions . reformatted. Even went to BestBuys to perform sys diagnostics, with no problem. Even they could not reload ME .

I am going in circles for last two weeks. Any help will be greatly appreciated.

Sounds like a resource conflict.

Need more info, is your machine a desktop or a laptop?

You mention a 'fax card'. Is it PCI, PCMCIA?

Post the specific hardware please.

It is a Pentium III , 866 MHz desktop. Fax card is 3COM V.90 PCI telephony Modem. I have removed the Fax card from the PC and it is still not booting. A scandisk on harddrive reported OK. System Diagnostics at BestBuys reported all hardware to be OK. The fax card was damaged due to power surge. Thanks for any help.
