How do I get a picture off my desktop and into a picture file?

CTRL+Print Screen and past it into a Image program

Your question is vague. You don't explain if this is a desktop background picture or just a picture file located on your desktop.

If it's a picture file, just right click and select "cut". Go to you library/pictures, right click in the right pane andselect paste.

Anyhow, just cut/paste as I said before or drag-n-drop it into your pictures folder.

Also, seems confusing...

This makes the original question seem moot since it's already a picture file.
