HP ink/paper problems

I use an HP cp1700 large format printer for printing graphics that are
used under plastic. The problem is if I use photo paper to get a rich color
depth the ink will
bleed and stick to the plastic around the areas where
the plastic is attached.. The drying time does
not seem to matter, the problem will happen even
with days of drying.
The alternative has been to use a bright plain paper
however the colors are dull and lifeless. I'm not sure
if this is a problem with paper or inks. I'm not sure
where to turn so any thoughts will be greatly appreciated.

I presume you're using HP paper as it's notorious for sticking. Ilford
Printasia 238gm glossy doesn't stick at all in my experience, and Epson
glossy is supposed to be good as well.

TDK Photo Glossy works well in my HP 895cxi.
