We are using Netgear FVS328 VPN routers as our routers at two locations. I
created a VPN entry on the local router and was planning to create a
matching VPN entry on the remote router, but I had to disable the VPN entry
because the local router functions stopped working (e.g. could not web
browse, dns lookup, or ping). I can see from the VPN log that it is trying
to connect to the other router, which of course fails since the remote
router has not been configured. What is the name of the feature that tells
the local router to function normally for most traffic when a VPN connection
is not yet established?

Doh! I had the IP range set to ANY. It worked fine when I created an IP
range consistent with the remote LAN.
