Try to install better memory DIMM with lower latencies and heat sinks.
Then raise the voltage as said before.

I had an interesting experience where just changing the memory (CL3 from a not known manufacturer) to a CL2 DIMMs with heat sinks from Patriot led me on OC from a max 3.30GHz to a new max 3.75GHz, stable, with a Pentium 530!

Oh hell man, your screwed. Not entirely, but Oc'ing an OEM mobo is a large exercise in frustration. I used to have a Dell desktop... yeah I took one look at the bios and said F this I can't OC a thing. So then I just went out and bought a normal ATX mobo and slapped the dell hardware into it and added a new case and BAM, OC heaven.

(not really, I had a first revision P4c that oc'd a max of 5% before becoming unstable lol)
