do the main settings of direct 3d effect performance/quality of graphics in a game. If so how? and what should i set them to?

Well, in the main setting you should see a slider bar. Keeping it at balanced, will give you good performance and good image quality.

If you go to High quality or Optimal, then Anti Anialising and Anisotropic Filtering are being increased and thus you start taking performance hits depending on what gcard you have.

I'd recommend playing around with the settings, especially using custom settings as this will help you greatly to see where your gcards' limits are. But for general use, stick to balanced and use AA/AF in game if possible.
