I saw on mobo's that the PCI-e had a bus of 100MHz. Is there a way to increase this. And if there is does it increaase performance.

you can Oc it up to 145mhz on many boards, and no - it will not increase performance, but it will decrease lifespan of your pci-e cards and cause instabillity

ok.... then what is it there for?

just a pretty pointless usersetting, just as agp/pci bus OC in the old days ;)

a highend vidcard can hardly saturate an 8xpci-e slot, so there is no point in increasing the bandwidth by oc'ing it either
