msi pm8m motherboard wont post

help at wits end cant get this old emachine fixed new motherboard new cpu and fan still wont post next option was memory nothing reset cmos battery and cleared bios system getting power the fans are running
please help :roll:

msi pm8m
with 400 watt supply
with 2.9 celeron cpu
2700 ddr memory
