Lotus Notes Remote Access Problem through VPN

I'm not sure if these are the right newsgroups I can post my questions. In
case if this is not right, please forgive me!! ^^

We have a Domino 6.5 server. Some users can remotely access our server
through their broadband. Some users can only receive mails but not able to
send any mails to it. Apparently for those unfortunate users they can only
read data from database, but not write data or create new database
remotely.They access the server using the same VPN policy.

For those unfortunate users, they can at once be able to send/receive emails
to Notes once they use traditional dial-up lines.

I suspect that the problem can occur because a number of factors may affect
it: like the ISP, the type of modem used by the ISP, or the network
configuration of the user's environment. Difficult as it is, I am still
interested to know any way to help me to fix as much as I can.

Are there any good tools out there that can help me diagnose the problem?

Why don't you just enable encryption on all the Notes servers TCPIP ports,
have your firewall admin open port 1352 to/from the internet, with an ACL
allowing traffic only to/from your Notes servers?

You would have full access, with all traffic encrypted, from anywhere the
user can get an internet connection.

A properly setup VPN should allow "ANY" kind of traffic. I suspect those
who can't send mail have thier clients setup wrong when not using teh
dialup cfg.
