-12v = -1.09v / -5v = 2.1v ???

my motherboards negative 12 and 5 voltages 1.09 and 2.1 volt is it normal ? and what can i do

You could get a new PSU....OR

If your system is stable, then don't worry about it. The -12V and -5V rails are not used in modern computers. They're a throwback to the old ISA slots.
