power supply whines when computer is shutoff

hi newbie here! first post.
anyway, I just installed my thermaltake W0070RUC 430W PSU and it works fine when the computer is on. it is quiet etc. however, when I shut down the PSU makes a quiet whinning noise. Is that normal? I first thought it was a cool down thing but I left it off overnight and in the morning it still had that very quiet noise.

Sounds like you have a time bomb on your hands...RMA that sucker!
Its not supposed to do that, I know I had one do the same thing yours is doing, and it bursted into flames, roasting my rig and my room, because I left the damn thing on. About costed me my home!
