I'm looking for a Dell laptop around $1,000. Should I go for Inspiron 6000 with Pentium M or 1505 with Core Duo?. Mainly for MS Office and Web surfing.

They are both good, it is up to you.
The M is a very good chip, and so is the Duo. Depends if you need the dual core or not, I would choose the Duo.

In practice you're not going to see a difference in typical office apps and web surfing between a Pentium M and Core Duo.

However that could change in future releases of M$ Office and Vista/IE7.

I'd go w/ Core Duo. It's pretty bad ass and doesn't sacrifice battery life for performance.
