My old system died, so I need to replace. I would like to build as opposed to buying a system from HP or Dell. I am not a gamer, but will use the system for video editing to transfer home movies to DVD format. At this point the only decision I have made is to use an AMD cpu, probably an Athlon 64 x2-3800. As this is my first build, I would appreciate component recommendations to complete this build. I will probably only reuse the DVD drives from my old system.

I am by far an expert but from what I have heard and read... AMD is best for games while Intel is best for image editing and video editing. But I could be wrong.

Good choice, AMD right now is the performance leader, and the Offical Choice of the Tom's Hardware Guide Fourmz. lol

Here is a good build for your needs with some choices:

CPU:
Athlon64 X2-3800+ (2GHz/512x2 L2 cache) - $295.00 OR
Opteron 165 (1.8GHz/1MB x 2 L2 cache) $325.00

For the small amount of extra money go with the Opteron. It can easily overclock to 2GHz if you choose to. It is a higher quality chip and the extra L2 cache will help with your video editing.

Motherboard:
Asus AN8-E $94.00
EPoX EP-9NPA+Ultra - $105.00
Your choice- both boards are about the same- I perfer Asus, others on the forum perfer EPoX.

RAM:
OCZ Titanium 2GB (2 x 1GB) $251.44
High quality RAM will really help your system with what you want to do with it, OCZ is some of the best. This item has a $35 MIR off the price.

Hard Drive:
Depends on how much video you want to store
Seagate Barracuda 7200.9 ST3300622AS 300GB - $130
Get two and use onboard RAID 0. This will speed up the process of ripping quite a bit. Make sure to get drives with 16MB of cache.

DVD- Reused..
if you need a new 16x Burner.. NEC- $38

Video Card-
eVGA 256-P2-N384 Geforce 6800 256MB (not really sure on that one- another poster help here) $129 ($99 after MIR)

Case-
your choice

PSU- at least 550W - Antec TruePower II $89

The Intel Pentium D series is the way to go for serious video editing. Here's a system that I have setup that I use for such a purpose. I have no idea what your budget is so if anything, use this as guidelines. This system does an awesome job of handling all of my video editing and is a good gaming system as well. Here goes:
