As wusy indicated, it's because HDD manufacturers aren't counting the same way anyone else that wants to measure disk space is...

They say 1000 B = 1 KB, 1000 KB = 1 MB, etc etc.
Everyone else says 1024 B = 1 KB, 1024 KB = 1 MB, etc etc.

80 "GB" * 10^9 / 2^30 = 74.5 GB
