Nah. Too many wires to just be a thermistor.

More likely it's an Active cooler that may or may not incorporate a temp. sensor, and the wires go to a controller/monitor unit that would normally sit in a 3.5" or 5.25" bay.

RAM uses so little power compared to graphics cards and other add-in cards, so no, it doesn't.
