It means PSU problem?

I use speedfan to test my system. The voltage value looks strang: +12V only shows 4.26V. Does it mean PSU problem. My PSU is ALLIED 400W, some unkown brand. Here is some other value:

Vcore: 1.5V
+12V: 4.26V
3.3V: 3.29
VCC: 5.04
Vin2: 0.00V

Most likely the program isn't getting a good reading or is interpreting the reading wrong. Your system wouldn't even operate with that little V on the 12V rail. Check your BIOS and update your program.

That is what I suspect, thank you. I will go through BIOS, see what info I can get there.
