The extra 200mhz, and double the cache is better.
I have an Asus K8N board that has been very reliable, though not a great OCer. You can get it @ newegg for $63. if you live in the states.

I would suggest an ABIt mobo KV8 Pro you can get up to 2Ghz on HT and you o/c your processor by 400mhz.

I have a Sempron 3300 64 and i can get it 2.4ghz o/c from 2ghz
