C1E, Speedstep not activated?

sorry, got to get straight to the point

the system in my sig is not going into "enhanced halt state" (C1E i believe) or slowing it's clock down when idle, this (inability to work) takes up more power and makes a higher idle temp right? well i would like to push idle temps down and these things aren't working. My board as well as my bios supports this feature and they are both activated, how come they don't work?

my computer should be able to idle at 3178mhz (227fsb x 14 (minimum multiplier)) and is not doing so, although not a big difference, i believe the voltage drops too, and that is not occuring

However, it does throttle when it get's hot (before i switched the thermal paste out) and that shows that the actual mechanism is working

the system idle process goes up to 99 (even when processor useage is at 0) so i don't see why it shouldn't be working

any ideas?

You have select the Power Scheme "Minimal Power Management" in windows to activate speed step (apart from the BIOS settings).

Right click on desktop -> properties -> Screen Saver -> Power
and then select the power scheme
