if you transport the drive around and may possibly hook it up to a system running windows me or 9x then leave it at fat32.
Formatting it to ntfs is up to you. Ntfs adds some security, if you use it, and may be a little faster. Being that its an external it probably wont matter.

The reason I asked was that I had a problem with a WD external drive with fat 32. I ended up having to format it with NTFS for some reason I can't remember. That is what I was told to do by western Digital. Bruce
