Are my PSU DOA??

I just bought two new cases i went home to set up the fans just to see if the psu in each case was working. When I plugged each case in and turned the power switch to the power supply units on nothing happend. The fans did not run and the psu did not power up. Am I being a noob? Do you have to hook up all components for the case to power up? I doubt both cases I bought a DOA. If you don't need to hook up all components is their a special way im am supposed to hook up the fans other than what the manual says?

Read Mobo manual to make sure all power connectors are powered.
Make sure voltage is set to your locality and the on/off rear switch is in the on position, and PSU is plugged in a working socket, and firmly seated on all connections.
