if i had to pick personally, i'd go w/ MSI or ATI for ATI cards and that's about it

yeah sapphire is usually cheaper than stock ati ones...
msi is also in high-end price range than sapphire...
get sapphire...
or... if u care about the warranty, go w/ powercolor...
i'm not sure w/ their performance, but they offer lifetime warranty on x1900s
