Have been searching for a panel for a DH4 in FS20022, but not having
much luck. The one I downloaded with the model seems to be missing
all the engine gauges and most of the avionics.

I don't fly FS2002 but I downloaded the Caribou for 2002 named,

dhc4usaf.zip

from AVSIM, I see a gauges folder with 4 gauges in it.
f4f4_wildcat.gau
f4u1a_corsair.gau
f6f3_hellcat.gau
p38f_lightning.gau


Looking at the PANEL.CFG I see the following gauges listed.

Hell if I know where they are unless they are somehow listed inside the
4 gauges that come with the aircraft.

Did you copy those 4 gauges in the GAUGES folder to your GAUGES folder
of FS2002?

If you really want the aircraft, download the Lightning, the Hellcat,
the Wildcat and the Corsair I guess. :)

Then I downloaded:

dhc4caribou.zip

for FS2002 and it looks like it uses all default gauges, so that may be
an option.
