HP 2200DN - startup lights just keep on cycling

Recently, printer began showing ALL lights fixed on. Restarting
sometimes cleared this, often after a switch-off and 30-minute wait.

Now, all three lights flash, then cycle as they should, but they don't
stop cycling! In effect, printer seems unable to start up.

It's not been heavily used, and never moved from the worktop except to
slide forward for access to connectors. Certainly never dropped/bashed.

Can anybody help? HP website is of no use whatever.
