Before I shell out some cash for a separate email program for my iPaq 6315 -
is there any way that I can 'send only' with the built in email system? I
don't want to have it always checking for new messages when I just want to
send what is sitting in the outbox. Using POP3 to connect to the server.

Unfortunately, not that I know of. Pocket Inbox always needs to go
through the entire POP3 incoming email before it sends out email through
SMTP. I think this is a broken implementation too.
IMAP4/SMTP works much better with Pocket Inbox, btw. I've switched
providers for email because of the problem you describe.

There is a nice freeware solution: nPOPw
(http://www.wibble-wobble.com/wince/npopw/), which does what you
want and more. The interface is a bit rude at first, but if you
get past that, it is really great.
