Is there any program that can analyse my graphics card and report on what features it supports like pixel shaders and Direct X version, etc.

Try Everest from Lavasoft.

Tells you everything about your computer including the OGL and DX support, and the type of VPU and the extensions it supports, etc.

Start -> Run -> dxdiag will show some of that info
