My friend has Albatron 6600gt and it works fine on high details setting

I really really realy doubt that.
That card can run medium details and thats with no grass no self shadows and less distance view and medium textures

Probably not even at those settings.

6600GT's are legendary cards in their owners minds. Go hit the NFSMW forums and look back to when the game came out. There were claims of 1280x1024 max details with 4X fsaa on 6600GT's...smooth as silk of course. It's the story-tellers card.

The answer is yes, the 6600gt will play oblivion.
It will play it at med-high detail even, at low res, but it WILL be choppy outside. Inside you'll be fine. If you tweek enough, I think the 6600gt is good enough, but I sure do like like the AA+HDR with high details at decent res.
