It doesnt have nothing to do with your sysem operations and running your precious PC.
It is possible to slow down a usb 2.0 to a usb 1.1 speed.

Your question, while not "stupid" shows that you don't "know" hardware. USB speed is established by industry standards groups' "agreement" and all hardware mfgr's design chip(s) to meet the established "standard". So, USB speeds are locked-in period, end of story.
Regarding DPI resolution for pointing devices, again that's specific to each mfg'r and their designs ... meaning that you can't change it.
actually, there is a program called usbmrs which allows you to change the frequency on your USB mouse, although this can't change your dpis, you´ll be able to increase the frequency up to 500mhz getting a nice increase on response of rou mouse (you will note the difference specially in shooters games like cs,Q4,etc). Of course you have to use it AT YOUR OWN RISK, you may end frying your USB port as well as your mouse. Personally i have a Logitech MX-310 @250mhz, and til now with no problems... so if you want to give it a try here's the link, http://www.zdnet.nl/downloads.cfm?id=42704 hope i help you...
cheers
PD: sorry for my english... not my native language
you cannot raise the dpi of a mouse. it is biult into the laser, and the laser is meant to do as much dpi as your mouse is configured to. i have a laser mx600 mouse and it does 1600dpi, cant do anything about that can i?
