1.7Ghz Celeron Low Voltage

I have Intel Celeron 1.7 Ghz processor. I ran the prog CPU-Z and it showed me an unusual voltage 0.048 is this a problem with my PSU or processor or the prog is displaying the incorret value. My system is quite stable. no crash or anything like that. Please take a look at the screenshots.

I am going to upgrade my system to Pentium D 2.66 (805) and Intel D101GGC (ATI Xpress 200) chipset mobo. Will my current PSU be able to handle the new board and processor. my psu ratings are as follow.

SolarMAX 400W P4

+5v -5v +12v -12v +3.3v +5VSB
15A 0.5A 6A 0.5A 14A 1.5A

Having only 6 amps on the +12v rail must be incorrect. Where did you get those specs from? If that is correct, then i think its possible that it may starve your system for power.
