unable to add icons to desktop

For some reason my Desktop prevents me from moving Icons to where ever I
want to.
I am limited to the first 2 1/2 columns on the left side. anyone have ideas
why this has happened?
running XP Home Update from 98SE.

Hi Bill,

Right-click the desktop, click "arrange icons by" and uncheck
"auto-arrange".
