During boot i'm prompted with c:windows> and will stop. What would cause this?

What happens if you type here:

win

followed by Enter key?

Try to remove autoexec.bat and config.sys -- rename them, so they can be
analyzed later. Type at this point two lines followed by Enter key (wait
for a system reaction after each one):

ren c:\autoexec.bat autoexec.bad
ren c:\config.sys config.bad

Restart (Ctrl-Alt-Del) after that. If you'll come to the same point
still -- restore Autoexec.bat and Config.sys:

ren c:\autoexec.bad autoexec.bat
ren c:\config.bad config.sys

and type the third line:

edit c:\msdos.sys

Then take a pencil, write down its content (omitting ;xxxxxxx lines) and
post it here.

Sounds like msdos.sys to me. More than once I've run across an msdos.sys
that was full of gibberish until way at the bottom where the original was
still there. I figure scandisk is probably what corrupted it. Anyway, the
symptoms were the same as the OP's.
