If I am not overclocking, is it true that the box cooler and heatsink will be enough to keep my CPU cool?

yes, its plenty, depending on what box cooler you have, most can support minor OC too

In fact, in some cases the box cooler is actually more effective than a lot of after-market coolers (mainly the cheap ones, though). The Opterons and X2's from AMD, for instance, come with very good heat-pipe coolers. The P4 box coolers are quite effective as well.

I've in reviews and they are using the stock heat sink/fan cooler and overclocked the cpu to 10%. So yes it is an adaquate cooler for normal or mild overclocking on the cpu.Make sure you have a good thermal paste and don't use that crappy thermal grease that comes with the stock cpu cooler.
