New shuttle not booting

Hey,
I recently bought a new shuttle, an XPC SN95G5V3.

Specs:
AMD Athlon 64 939 3500+ venice
Asus 6800 AGP
1 gig ram
Barracuda 160gig SATA 7200rpm
Own brand floppy (from my PC, so it works)
Sony dvd drive.

Now the problem is, after all the building, the floppy drive does not seem to be powering up.

The harddrive and DVD drives will power up and spin.

The hard drive is not formatted (brand new)

It is not a power supply (240w) issue as it will not boot even after unplugging the cd drive/harddrive.

We have tried multiple power cables also.

The monitor is not even powering on from standby (no signal)

Can anyone help?!

Your test of unplugging the DVD/CD drive does not rule out the power supply. If the PSU is bad, random effects can happen no matter what is plugged into it. Do you have the floppy drive power cable plugged in correctly? Is the interface cable plugged into the floppy drive backwards? Make sure the video card is firmly seated, try another video card if you want one. Try different RAM. Any of these things could be your issue. Make sure your RAM is installed in the proper slots according to your manual.
