Cmd.exe not valid win32 appln in win 7

Hello,
c:\windows\system32\cmd.exe not a valid win32 application ,, this is the error i got when trying to open the command prompt .Also there is no cmd.com file in there as some asked to delete but cmd.exe is of 0 bytes .Any solution?

Put your installation/recovery cd into your disc drive and then go to Start-> Run (Windows key and R if it doesnt show up on start menu)

In the run box type "SFC.EXE /SCANNOW" Without the quotation marks, if you are on Vista, then click run as administrator.
This will run the System File Checker which attempts to replace any damaged system files.

If this manages to replace any system files then run Windows Update as soon as it is finished, if it doesnt help then try a REPAIR installation from your isntallation cd.

A Black screen flashes to disappear;me using windows 7 also i have tried to remove malwares using spy bot;nothing seems working ..any other solution?or to go for re installing?
any how thanks PCRS
