will the powerpc G5 ever be for sale as a solo chip?

Apple don't sell replacement/upgrade processors as far as I know, if they do they keep very quiet about it. Are you looking to buy for PC or Mac??

It is a kickass chip, but even if you could get it for PC, Intel>Mac and G5>PC would be just a little much for one year, don't ya think.
