Opteron vs Opteron HE

Has anyone done a comparison between the low watt and normal Opterons?

I guess they are clocked at 2.2 GHz highest priced almost double. Not an intereseting option unless you have serious power/heat concerns.

I'm wondering if having half the wattage affects the performance of the CPU. If it doesn't significantly, would that allow higher overclocks?...or hinder.
